Represented by the mark on her forehead, it’s said that Tsunade continuously stores concentrated chakra there in order to maintain her youthfulness. Not only that, but releasing the Seal allows marks to manifest all over her body, imbuing her with incredible physical power beyond any Naruto weapon and even almost overpowered healing abilities.
This is manifested in the Ninja Voltage game through My True Power Lies In The Will Of Fire! Assist Card. When activated, Tsunade also launches her Ninja Art: Mitonic Regeneration, which in the game not only restores all of Tsunade’s HP but also makes her invincible or a time, on top of boosting her overall attack power.
8 The Sixth Hokage’s True Strength! (Kakashi Hatake, Sixth Hokage)
Despite Naruto’s “inevitable” tenure as Seventh Hokage after the series conclusion, his mentor Kakashi Hatake remains the one appointed as Sixth Hokage. And while Kakashi is best known for his possession of a Sharingan, his loss of the Uchiha dojutsu doesn’t make him no slouch. Such was his prodigious nature that he’s able to transform the unstable Chidori into his signature technique, Purple Lightning, capable of besting even other Naruto swordsmen.
In Ninja Voltage gameplay, this manifests through Kakashi Hatake (Sixth Hokage) and his The Sixth Hokage’s True Strength! Assist Card. When activated, this unleashes Purple Lightning, a ground strike that causes massive damage that paralyzes enemies. Not only that, this ability also boosts the attack of all allies on the floor. Moreover, this even makes Kakashi invincible, boosting his overall survivability.
7 Rampaging Tailed Beast Threat (Kaguya Otsutsuki)
Revealed in the latter stages of the Naruto franchise as the progenitor of all Chakra in the world, Kaguya Otsutsuki eventually becomes the main villain of the series as she aims to rid the world of all life after transforming everything into a huge Chakra Tree. Being the originator of all Chakra, Kaguya Otsutsuki easily makes her mastery over Ninshu - the progenitor of Ninjutsu - apparent in her vast capabilities.

6 I’ll Bring Them Together (Rin Nohara)
Although a minor character in the Naruto franchise, Rin Nohara was instrumental in the lives of Kakashi Hatake and Obito Uchiha in being both their first loves and the catalyst in the activation of their Mangekyo Sharingans. Prior to her death, Rin is a skilled Medical Ninja, with Ninja Voltage highlighting this by making her one of the best Support Characters out there. Key to this distinction is her best Assist Card, I’ll Bring Them Together.
When activated, Rin releases an AOE burst that affects all her allies on the same floor. Aside from healing a set amount of HP, she also makes them invincible for a particular duration. The latter effect is what makes this ability arguably overpowered, as the right team with invincibility can have the time they need to recuperate against difficult opponents or execute a deadly counter.
5 I’m Not Running Away Anymore! (Sakura Haruno, Great Ninja War)
When Sasuke finally rejoins Naruto and Sakura in the Great Ninja War, the two (2) ask Sakura to stand back while they fight Madara Uchiha. To Sakura’s irritation, she proves just how strong she’s gotten - to the point that everyone could acknowledge her belonging to the likes of overpowered Naruto and Sasuke. Aside from being a rather unfortunate gambler, Tsunade is known for her mastery of the Strength of a Hundred Seal, giving her massive physical power on top of her prowess as the proponent of Medical Ninjutsu. In Ninja Voltage, this is reflected in Tsunade being the pinnacle of the healing tank, with the Fifth Hokage’s Fist! Assist Card being one of the best self-sustains in the game.
When activated, Fifth Hokage’s Fist! triggers the Paradise Pure Land technique, which has Tsunade create a shockwave of massive damage that also paralyzes and slows the movement of all enemies. Not only that, this move causes Tsunade to become invincible for a set time, with full upgrades drastically lengthening the time of her invincibility.
3 The Power Of 100 Healings Unleashed! (Sakura Haruno, Great Ninja War)
Despite being a damsel in distress in the first half of the Naruto story, Sakura Haruno near the end of the story proved she’s grown to be just as capable as her companions Naruto and Sasuke, and even other Jonin-ranked characters. As reflected in the Great Ninja War, Sakura is able to manifest the same 100 Healings Technique as her master Tsunade, endowing her with massive strength and endurance that allows her to strike hits to the likes of the Ten-Tails-empowered Madara Uchiha. In Ninja Voltage, this manifests in Sakura Haruno (Great Ninja War), where The Power of 100 Healings Unleashed! Assist Card proves offense can be the best defense.
When activated, this card releases the 100 Healings - Cherry Blossom Burst: Boundary Jutsu. Sakura strikes the ground and deals massive AOE damage on top of enemy defense reduction. Where this ability reaches overpowered levels is its other benefits, such as boosting the attack and critical hit rate of all allies on the same floor on top of Annihilation, Impact, Lunge, Manipulate, Normal, and Release resistances. Not only that, this ability even gives the team a bit of invincibility for a time, while halving Sakura’s Ninjutsu cooldowns.
2 Unbreakable Bond! (Naruto, Kurama Link Mode)
Love is truly the strongest force in the Naruto series, and the tandem of Hinata Hyuga and Naruto Uzumaki is easily one of the best created in shonen history. Despite Hinata’s meek nature and Naruto’s pranking streak, the both of them can harmonize their personalities, and sometimes quite literally in combat. This is reflected in Ninja Voltage through Naruto (Kurama Link Mode), where his enhanced Nine-Tails chakra can endow Hinata with more than enough firepower to contend with most foes.
This form of Naruto manifests their love with Unbreakable Bond!, an Assist Card that activates the Rasen Twin Lion Fists. The technique calls forth Hinata Hyuga to unleash her Twin Lion Fists with Naruto’s Rasengan, dealing massive damage to opponents. What makes this move overpowered is its effects, as not only does it make allies temporarily invincible, but they also gain immunity from status effects. Moreover, the ability may even grant additional Annihilation, Impact, Lunge, Manipulate, Normal, and Release resistances.
1 Terror! The Red-Hot Habanero! (Kushina Uzumaki)
One of the most tragic love stories in Naruto belonged to Kushina Uzumaki and Fourth Hokage Minato Namikaze, in that it took their sacrifice to protect the infant Naruto from the rampage of the Nine-Tails in the beginning of the series. However, Kushina and Minato had quite the budding romance in their adulthood, with Minato being the calmer half of the “habanero” that is Kushina.
The Ninja Voltage game reflects this in Kushina’s dedicated Assist Card, Terror! The Red-Hot Habanero!, which releases the Red-Hot Habanero technique when activated. Throughout the duration of the technique, Kushina not only deals massive damage but also inflicts seal on opponents on top of damage over time. As a plus, Kushina also grants invincibility to all allies as well as a huge boost in attack and critical hit rate. Moreover, everyone gets a massive boost in Annihilation, Impact, Lunge, Normal, Manipulate, and Release resistances.
